Program Overview

The MISSION Act of 2018 expanded services under the Program of Comprehensive Assistance for Family Caregivers (PCAFC) to include legal and financial planning services related to the needs of the injured Veteran. Through these contracted services, the Department of Veterans Affairs (VA) provides financial planning and legal services related to the needs of injured Veterans and their Primary Family Caregivers through this website and a 24-hour call center.

Designated Primary Family Caregivers who are enrolled in the Program of Comprehensive Assistance for Family Caregivers (PCAFC) are eligible for these services. All in-scope services are provided free of charge to the Caregiver or Veteran.

The VHA Caregiver Support Program for Legal and Financial Planning Services offers location-specific educational materials and resources, as well as personal Concierge services to support specific needs and questions. Our Concierges are certified financial planners and paralegals, who can provide guidance and education on routine issues, and connect Caregivers with local attorneys who can provide assistance for those legal needs and questions that fall within the scope of services.

The Caregiver is assigned a Concierge who is reachable through our call center. Their Concierge handles the details of each inquiry, providing guidance and support throughout the process, as well as referrals and appointments with a national network of attorneys.

Legal areas of support include:

  • Creation of a simple will

  • Creation of advanced directives

  • Draft and finalization of a power of attorney or durable power of attorney

  • Drafting guardianship instruments

  • Education on state regulations on caregiver topics

  • Drafting documents pertaining to credit reporting agencies, businesses, and debt collector notifications

  • Debt dispute resolution

  • Education on identity theft and preventative steps in cases of personal data compromise, and 90-day restorative services support for known identity theft

Financial areas of support include:

  • Household budgeting

  • Debt management

  • Retirement planning

  • Insurance review and education

  • Mortgage loan and refinancing education

  • A 90-day financial coaching program

  • Credit management

  • College expense planning and student loans
